[Ntop] GeoIP: python-devel requirement

Just curious why we need python to build ntop?  I just fetched 3.4 pre3 and reviewed many (not all) of the README's, INSTALL, docs, etc. - I didn't see anything like a "perquisites" list or any mention of python-devel.  Fortunately I guess I had it because it installed flawlessly for me! :)

Maybe autogen.sh can check for requirements / prerequisites and prompt user to fetch / install any that are missing before going on?  Similar to the rrd checking?

Just a thought.

it is not an issue of geoip, but probably a python issue.
check the config.log and install eventually the python development  
package.
